House committee backs Goehner bill to expand local housing options

Senate Bill 5471 now moves closer to consideration by the full House of Representatives

OLYMPIA… Legislation sponsored by Sen. Keith Goehner to expand “middle housing” options in urban growth areas took a key step forward this week, earning strong bipartisan support in the House Housing Committee. Senate Bill 5471 now moves closer to consideration by the full House of Representatives.

The proposal would help to address Washington’s ongoing housing shortage by allowing counties to authorize the construction of at least one middle housing unit – such as a duplex, triplex, or townhome — on parcels currently zoned for single-family homes within urban growth areas.

“By allowing middle housing in specific areas, we can increase affordability, provide more housing options for families, and make efficient use of existing infrastructure—all while preserving the character of our communities.” said Goehner, R-Dryden. “This is a practical step toward addressing our state’s housing shortage.”

Goehner’s bill builds on a 2023 law that requires cities to diversify housing options in traditionally single-family neighborhoods. The bill extends similar flexibilities to ensure that urban and unincorporated communities can accommodate a range of housing choices while maintaining responsible growth.

“The GMA was originally designed to manage growth, but over time it has imposed too many restrictions that stifle housing development in high-demand areas. This bill would ease those barriers while maintaining protections for rural communities.”
